Setting "Only registered members have browse acess" for a subweb

I am using FP 2003 and the server that hosts my site has FPSE 2002
installed. I have a subweb in which I want to create a registration web, and
I thus have to change the permission settings first. I close the site in
frontpage and then load the site live on the server within frontpage, and
type the appropriate username and password. It ushers me through and I
navigate to Tools>Server>Administration Home. This takes me to the FPSE
admin pages in Internet Explorer. I click "Use unique Permissions for this
Subweb" and that cog-and-wheel screen shows up. Once this setting is
applied, however, I am not able to find an option where I can set "Only
registered members have browse access" for the subweb in question. Most
sites I have read, tell me that after clicking Tools>Server>Permissions and
setting the unique permissions for the subweb, I should find a "User Tab"
and there I should be able to set "Only registered members have browse
access" setting for the subweb. I am not able to find this anywhere after
setting the unique permissions for the subweb and have tramped through the
entire admin pages, but to no avail. I have guessed the sites which I
mentioned must have been referring to FPSE 2000. How can I set this "Only
registered members have browse access" in FPSE 2002 using FP 2003.
